Flatter Wins a Seat on CBP ESB Professional Services Blanket Purchase Agreement

Fredericksburg, VA, March 11, 2024 — Flatter, Inc. is proud to announce that it has been awarded a seat on the highly competed Customs and Border Protection (CBP) ESB Professional Services Blanket Purchase Agreement (BPA) (Contract Number: 70B04C23A00000058). While this contract had a short Stop Work Notice, it has now been lifted as of March 11, 2024.   

The CBP ESB BPA aims to enhance technology services by fostering engagement with small and disadvantaged businesses in IT support. CBP’s Office of Information and Technology’s (OIT) broader strategy includes IT modernization and addressing cyber threats and border surges, aligning with CBP's mission of protecting the nation's borders and ensuring its prosperity. These efforts enable CBP's mission readiness and create opportunities for diverse business groups to contribute their expertise.

Flatter, Inc. Secures Third Consecutive Contract for Programmatic and Logistics Support Services for the NDU Capstone Education Program

FREDERICKSBURG, Va., Mar. 12, 2024 — Flatter, Inc. is honored to announce its third consecutive contract award to provide Programmatic and Logistics Support Services for the National Defense University (NDU) Capstone Education Program. This new five-year contract extends our commitment to supporting the nation's senior military leaders through July 2029. 

For nearly a decade, Flatter, Inc. has been at the forefront of designing and delivering critical support services in collaboration with the NDU. The Capstone Education Program is designed to offer unparalleled senior leadership and guidance to newly selected general and flag officers. Through a comprehensive curriculum that includes classroom seminars, local and overseas field studies, and the Joint Operations Module, the program prepares these leaders to navigate the complexities of national security and strategic command.

Under the dedicated leadership of Reno McCormick, Program Manager, our team has successfully navigated the intricacies of the EAGLE program. Flatter Wins Big: Awarded Contract for Army Logistics University Consolidated Training Effort

Flatter is proud to announce that we have been awarded the newly developed Army Logistics University (ALU) consolidated Performance Work Statement (PWS), which combines four previously independent Colleges into one consolidated contract. This consolidation will provide a single responsible contractor for the entire ALU instructional effort. Additionally, it is worth noting that the Army Logistics University will soon be going through a name change to the Army Sustainment University (ASU).

Previously, ALU contracts were comprised of four independent contracts with four Contract Officer Representatives (COR). These four colleges included the Logistics Leader College, Logistics Non-Commissioned Officer Academy, Warrant Officer Technical Leader College, and Faculty and Staff Development training. 

As the sole responsible contractor, Flatter will be responsible for the Logistics Basic Officer Leader Course (LOG BOLC), the Logistics Captains Career Course (LOG C3), Reserve Component (RC) Logistics Captains Career Courses (LOG C3), Warrant Officer’s Basic/Advance course training, (WOBC/WOAC); functional course training, Non-Commissioned Officer Academy (LNCOA) training, Professional Development (PD) training, and Faculty and Staff Development training. 

This consolidation will provide augmentation of services to the entire ALU curriculum for their training mission, streamlining the process and creating greater efficiency. It also presents exciting opportunities for Flatter, as we have been awarded the ALU Support Battalion, which will provide administrative support to the four Colleges. 

With over 40 course instructors, this consolidation has presented challenges in the past, but we are proud to rise to the occasion and provide exceptional service to the Army Logistics University.  

We are excited to take on this responsibility and continue to deliver exceptional training to the Army. Our team has a wealth of experience in the field, with members like Bruce Hackett, who reflected, "The SCoE ITSC II contract has allowed me to use and develop my twenty-seven years of contract service to Ft Lee. The SCoE contract touches all these disciplines and brings me in contact with close friends and Army acquaintances who I interact with on a daily basis.  At seventy-eight I have learned that life is a journey and you never really retire from the things you love to do.  It keeps me young at heart and my mind ever productive." 

Flatter is proud to have been selected as the sole responsible contractor for the Army's entire Logistics training effort at Ft Lee, soon to become Ft Gregg-Allen. We have already made several modifications to add instructors to the contract, and we look forward to continuing to deliver exceptional service to the Army.

Last Friday, Adam Gullickson, Junior Analyst at Flatter, Inc. graduated with twenty-eight others from the Leadership Fredericksburg program. This nine-month endeavor provides leaders with opportunities to broaden their horizons, meet with other leaders in their community, and make lifelong impacts. The cohort of leaders that graduated come from varying sectors and meet in learning settings throughout the greater Fredericksburg area. As Susan Spears, Executive Director of Leadership Fredericksburg, has stated, “Program alumni are now the strongest network of leaders in the Fredericksburg Region. We seek professionals who are ready to lead using guiding principles of integrity, service and dedication.”

Flatter, Inc.’s division, Two Roads Leadership, just reached another milestone! The 2RL Live Coach Training is officially an ICF Accredited Coach Training Program (ACTP). This latest achievement from the Two Roads Leadership team is a monumental milestone as ACTP programs are “all inclusive” training programs which offer coach training from start to finish. For reference, an ACTP program when completed in full, includes at least 125 student contact hours, 10 hours of mentor coaching, and a performance evaluation process. 

Moreover, the ICF accreditation is the only internationally recognized professional coaching accreditation. This ACTP accreditation further advances our dedication to the coaching industry’s professional and high ethical standards. 

There is a wide range of benefits to choosing an ICF ACTP Coach Training Program. Since the components of the program are combined, students can earn their credential faster and more affordably in comparison to ACSTH programs. Through the ACTP path, students are also given an opportunity to gain mentorship from a PCC credentialed coach that can help alleviate the complexities of the credentialing process. Lastly, the ACTP program is a much more efficient track, as participants can avoid the 16-week long wait for performance evaluation through ICF as a part of the ACSTH path.

Flatter Quality Manager and Training Analyst Aliya Jones and Brittany Chiang both streamlined this large and tedious effort to get the program ICF certified, while certified independent auditor Alexandria Turner provided subject matter expertise.  Reflecting on this, Aliya stated, “It was a pretty long and in-depth application, but an even longer waiting period of 18 weeks to find out if we would be accredited or not, but it was all worth it!”

Flatter, Inc. has reached an exciting milestone as the company celebrates 20 years in business! Every day, members of our team commit themselves to our motto, “Excellence is our Baseline,” in order to meet clients’ needs and ensure mission success. Since 2002, Flatter has maintained tremendous growth and positive relationships with clients as well as a high quality of work and service. We have achieved our growth through commitment to excellence, strong client relationships, and a determined team.  

In January, 2002, Flatter, Inc. was founded by J.R. and Alicia Flatter as “Flatter & Associates” with a 90-Day contract with the Naval Criminal Investigative Service (NCIS) as J.R. was retiring from a 21-year career in the United States Marine Corps (USMC) in a post 9/11 world with a stark focus on anti-terrorism missions.   

In February 2002, Flatter was incorporated in the State of Virginia.  In 2017, we shortened our name and website domain to “Flatter, Inc.” Since our first one-man contract in 2002, Flatter has enjoyed growth and significant change over our 20 year history, but the symbolism behind the blue rings in our logo, which symbolize Strategy, Processes, People, and Technology, have remained steadfast since our inception and are core to our success.

Our company’s service offerings have adapted in response to the ever-evolving needs of our Federal Government clients to include the Department of Defense, the Department of Homeland Security, the Department of State, and other civilian agencies.   

J.R. serves today as Flatter’s President and Chief learning Officer.  On Friday, 18 February 2022, he reflected on 20 years in business saying, “I am grateful to be surrounded by such a diverse and talented team.  I remember when I retired from the Marine Corps I was offered a position, which I later found out was contingent upon contract award, and instead decided to go into business.  I am grateful every day for having made that decision and look forward to 20 more years of service.”    

We are so thankful for the longevity of the business so far and grateful for those that have worked with us throughout the past 20 years! Here’s to many more years of service in the future!

In January 1983, the Council of College and Military Educators was certified as a Non-Profit Public Benefit Corporation by California's Secretary of State. In October 1983, CCME was recognized as tax-exempt from Federal income tax under section 501(c)(3) of the Internal Revenue Code. Flatter Accepted to the DOD SkillBridge Program for Transitioning Service members

Flatter, Inc. (Flatter) was recently accepted as an eligible vendor with the DOD SkillBridge program for transitioning service members. The DOD SkillBridge program is an opportunity for Service members to gain valuable civilian work experience through specific industry training, apprenticeships, or internships during the last 180 days of service. SkillBridge connects Service members with industry partners in real-world job experiences.

For Service members SkillBridge provides an invaluable chance to work and learn in civilian career areas. For industry partners SkillBridge is an opportunity to access and leverage the world’s most highly trained and motivated workforce at no cost. Service members participating in SkillBridge receive their military compensation and benefits, and industry partners provide the training and work experience.

SkillBridge is an excellent benefit for installation and Unit Commanders who have members nearing military separation. SkillBridge can help Service members bridge the gap between the end of service and the beginning of their civilian careers. Commanders can greatly ease this transition to civilian life by supporting their reports’ interest in SkillBridge. When mission permits, Commanders who support SkillBridge participation are helping their personnel transition more seamlessly from service to a civilian career with a trusted employer.

Separating Service members can be granted up to 180 days of permissive duty to focus solely on training full-time with approved industry partners after unit commander (first O-4/Field Grade commander in chain of command) provides written authorization and approval. These industry partners offer real-world training and work experience in in-demand fields of work while having the opportunity to evaluate the Service member’s suitability for the work.

Flatter, Inc. is excited to announce that our CEO Brittany Chiang was unanimously voted as a new Rappahannock United Way Board member. Brittany holds a B.A. in Business Administration with a concentration in Management Information Systems from Boston University and is a Master’s in Homeland Security candidate at George Washington University.  

In addition to her formal education, Brittany has a passion for the local Fredericksburg community and serving our local ALICE (Asset Limited, Income Constrained, Employed) community through the Rappahannock United Way.  The RUW Board is responsible for setting the direction, steering, and providing oversight for the RUW.  Brittany will also continue to serve on the Rappahannock United Way Diversity & Inclusion Task Force as well as serve as a member of Women United.    

When asked about her selection, Flatter Chairman, J.R. Flatter, stated “We couldn’t be more proud of our CEO upon her selection to this prestigious board set.  And we continue to be honored by her sustained commitment to community service on not only this United Way Board seat, but also her service in the business community with our local Chamber of Commerce and other non-profit and for-profit Mentorship she provides.”

(Flatter) has been providing equipment, training, and logistics to our U.S.  Department of Defense and Civilian customers CONUS and OCONUS since 2014.  Flatter further matured our processes by adding International Traffic in Arms Regulations (ITAR) registration and compliance to our capabilities.  

ITAR is a set of U.S. government rules that control the import and export of various technologies, services, and articles on the U.S. Munitions List.  Compliance gaps can create significant national security risks for the United States.  Flatter has adopted strong ITAR compliance practices across our entire portfolio.  We also track equipment through a comprehensive catalogue in Deltek CostPoint.  Our ITAR processes are a part of our larger Quality Management System (QMS) that is compliant with ISO 9001:2015 and ISO 27001:2013 international standards. Additionally, Flatter’s registration number is M45156.

Flatter, Inc. (Flatter) is excited to share that our remarkable growth over the last couple of years has required more space for our growing workforce! Last Friday, July 23, Flatter was delighted to officially open the new Headquarters’ doors with a Ribbon Cutting Ceremony led by the Fredericksburg Regional Chamber of Commerce. There were many notable individuals in attendance at Flatter’s New Headquarters Grand Opening including U.S. Congressman Rob Whitman who has been serving the First Congressional District of Virginia since 2007. Susan Spears, President and CEO of the Chamber, gave a wonderful introductory speech detailing the past year’s effort and finally being able to enjoy the buildings considerable renovations. Kevin Marshall, Spotsylvania Board of Directors member, also joined the event and offered words of growth and encouragement from Spotsylvania County. The Ribbon Cutting was followed by the Flatter Awards Ceremony recognizing employee's excellence and commitment to Flatter and our clients over this last year. After the formal presentations, guests, employees and their families viewed the headquarters and enjoyed an afternoon of comradery and delectable tacos from local vendor Juan More Taco. Our children took advantage of the Jump Around Rentals bounce house and cookie decorating kits from Cookies by Shontae. When asked to reflect on what this ceremony and growth means to Flatter, Brittany Chiang (Chief Executive Officer at Flatter, Inc.) stated, “Over the past year and a half Flatter employees and teammates have shown resilience, agility, and perseverance- adapting to a virtual work environment, educating their children, and continuing to support our federal clients. Flatter, Inc. is excited to announce the graduation of the first cohort of the Department of the Air Force (DAF) “Coaching Culture Facilitator’s Course” (CCFC) which began on April 19, 2021. Over the last four months, this program focused on certifying GS-11 supervisors, O-3s, and E-7s as “Leadership Coaches.”  Additionally, the program enabled these leaders to expand the DAF’s “Coaching Culture” across the total force – to include active duty, reserve, and national guard personnel from both the Air Force and Space Force.   

 

When asked for a comment on this program, Dr. J.R. Flatter, Ph.D., ICF-PCC, who served as the program’s primary instructor stated, “As I taught most of the course content and conducted all the final exams, I can confidently state this Cohort is ready to Coach in every sense of the word!  I could not be prouder of each and every one of them.  They are going to make an immediate and significant impact upon both the leadership and the culture of the entire Department of the Air Force.“
